Dangote The Project Manager,  Engr. Tijjani Momodu, noted that the mill has  the capacity  for  milling 800 metric tonnes per day and also capacity to  generate 4-5 Mega Watts of independent power. He made the revelation why speaking with the  chairman of Jigawa State Investment Promotion Committee, Barrister Ibrahim Hassan Hadejia, during a visit to the factory in Hadjia recently. The Deputy Governor expressed happiness that the Jigawa Rice Mills in Gujungu  has commenced production with an installed capacity of milling 400 metric tones per day. Jigawa State Investment Promotion Committee led  by Ibrahim Hassan Hadejia  also visited  Axom Jigawa, a company set for the processing of sesame . The Managing Director, Alhaji. Jafar M. Lawal, who conducted the team round said their machines thrashed 100 bags of sesame in one hour and loaded three containers of trailer per day. According to him by February 2019, Axom Jigawa is expected to thrashes 80-100 tonnes of sesame, adding that  similar company will be established in Maigatari and Jahun. However, Ganduje had denied the allegation but the Kano State Assembly had, on October 15, set up a seven-man investigative committee to probe the allegation. The committee therefore invited the publisher to appear before the state house and show proof that the video is authentic. Jafar arrived the state’s assembly complex in the company of his lawyers and with the holy Qur’an hanged on his shoulders Meanwhile, two factions of protesters have stormed the state house assembly, with each faction bearing placards either in support of Jafar or in support of Governor Ganduje. While the faction in support of the governor hold an opinion that the clip is an act of infringement on the private rights of the governor, those in support of the publisher hold a view that the clip is a result of an investigative journalism and so, must be commended. There is a palpable fear of accidents, or a spill. Much of Lagos is an environmental disaster waiting to happen. It is here in this vibrant metropolis of 21 million people that Africa’s richest person, Aliko Dangote, is undertaking his most audacious gamble yet. Dangote is building a $12 billion oil refinery on 6,180 acres of swampland that, if successful, could transform Nigeria’s corrupt and underperforming petroleum industry. It is an entrenched system that some say has contributed to millions languishing in poverty and bled the “giant of Africa” for decades. Planned as the world’s largest refinery, Dangote’s project is set in a free-trade zone between the Atlantic Ocean and the Lekki Lagoon, an hour outside the city center. The site employs thousands, and upon completion — Dangote says in 2020; some analysts suggest more likely in 2022 — should process 650,000 barrels of crude oil daily. That’s enough oil to supply gasoline and kerosene to all 190 million Nigerians and still have plenty to export. By the end of this year, the facility is expected to churn out 3 million tons of fertilizer. The production of diesel, aviation fuel and plastics will then follow. “The construction site is already a huge beehive of activities, with workers, local and foreign, hard at work. It is going to be the largest manufacturing plant of any sort in Lagos,” said Kayode Ogunbunmi, the publisher of City Voice, a Lagos daily newspaper and lifelong Lagos resident. Another 900 Nigerian engineers and technicians are being trained abroad for jobs at the refinery. Dangote, whose net worth is estimated at $11.2 billion, has had to build a port, jetty and roads to accommodate this project, along with new energy plants to power it all. Nigeria’s government, despite being a longtime crude oil exporter, has four underperforming and frequently broken down refineries with a combined capacity of 445,000 barrels daily. Those refineries — two in the oil hub of Port Harcourt, one in Warri in the Niger Delta, and the other in the northern city of Kaduna — are all operating at less than 50 per cent of capacity. Which means that even though Nigeria is Africa’s largest oil producer, petroleum for everyday use must be imported. This has spawned fuel importers and diesel traders who have grown extremely wealthy. Nigeria’s government subsidises fuel imports to keep pump prices low, and this has contributed to Nigeria’s well-documented culture of petroleum industry corruption. “The failure to produce refined products over the last 25 years has created a huge architecture of graft and corruption around everything,” said Antony Goldman, the co-founder of the London-based Nigeria specialists ProMedia Consulting. Political risk Goldman does political risk analysis in West Africa and has worked in and out of Nigeria for two decades. Corruption, he explained, stems from illegal refineries and the local criminal network that helps transport illegal crude out of the country. Both elements, he said, have not been sufficiently challenged by the government or law enforcement agencies, which has further contributed to Nigeria’s entrenched oil industry corruption. “A refinery that actually works and can meet Nigeria’s refined product requirement? It’s a game-changer,” Goldman added. But change, no matter how positive, is potentially destabilising. “These are not people who relinquish things without a fight,” Goldman said of Nigeria’s fuel import merchants. When Dangote initially unveiled his refinery plans in 2016, he said its aim was to challenge the status quo, which had seen the government spend about $5.8 billion to import petroleum products over the past year. “This refinery is attacking the entire system,” he said. “You export jobs and create poverty here, so that’s what we are stopping,” he told reporters at the time. Despite creating thousands of jobs, Dangote’s refinery hasn’t been universally applauded in Nigeria. The biggest issue is its Lagos location: The refinery is being built hundreds of miles from the impoverished Niger Delta, where the bulk of Nigeria’s oil is extracted. Two undersea pipelines are under construction in the Delta and will carry petroleum about 340 miles to the refinery in Lagos. Costly pipelines The pipelines will be costly; but also far harder to sabotage than conventional aboveground systems. And security is key in the Delta region, where local rebel groups like the Delta Avengers have kidnapped foreign oil workers and blown up pipelines to protest regional pollution and poverty. Amid Nigeria’s complex regional tensions, Dangote — a northerner by birth and Lagosian by decades of residence — is the one person, industry experts say, who could achieve a measure of détente in the region. Yet critics — and Dangote has many — worry that his new refinery will allow him to essentially take over Nigeria’s oil and gas industry. “Why would a nation leave an entire industry in the hands of one company?” they ask. The “monopoly” question has swirled around Dangote for decades. Twice divorced and currently (and vocally) looking for a third wife, Dangote made his initial fortune operating near-monopolies in cement, flour and commodities across Nigeria, where regulatory oversight is relatively lax. Dangote’s companies, including pasta producers and property management, are found across Africa. A decade ago, Dangote and other private investors tried and failed to buy the government-owned refineries. He was unavailable for comment, but previously told Reuters he does not apologize for his expansionist desires. “If you don’t have ambition,” he said, “you shouldn’t be alive.” Tough environment And for some in a tough business environment like Nigeria, a well-run monopoly is better than the current situation, where getting fuel remains an uncertainty. Indeed, despite oligarchy concerns, Goldman says he believes that Dangote’s past success actually bodes well for the refinery and Nigeria. “He has a record of success and delivery, and he doesn’t make mistakes on things like this,” Goldman said. And Nigerians are tired of power cuts and overpriced gasoline. “Most Nigerians see Aliko as a doer,” Ogunbunmi, the publisher, said. “Many quietly hope the refinery will help reduce uncertainties. Gasoline will be available, and possibly power.” Beyond solidifying his own legacy, Dangote hopes his refinery will help diversify Nigeria’s economy while reducing its dependence on imported oil. “We have other opportunities,” he said at the plant’s unveiling. “Agriculture is there. Petrochemicals are there, Nigeria has more arable land than China. If we finish our gas pipeline, it can generate 12,000 megahertz of power. That’s huge. If we can do that in cement, we can do it in steel and any other area of our development but we must get it right, nobody will do it for us.” He said, Africa cannot overcome fears of trade wars until it achieves 50 percent intra-Africa trade. “We now have the Continental Free Trade Agreement which is a good idea and I can assure that Nigeria will soon sign. Hopefully we will soon have a president who will be able to sign because the president that is there now, his hands are too weak to sign.” He said the future of Africa trade and effectiveness of policies to achieve macroeconomic stability in Africa will largely depend on the strength and resilience of Africa-South trade. Ijewere disclosed this in Abuja at the Alliance for a Green Revolution in Africa and Micro Reforms for African Agribusiness Nigeria Project Stocktaking. He added that the move would encourage backward integration and bring indigenous companies at par to effectively compete with importers of tomato paste. Ijewere alleged that most of the tomato processing companies initially were shutdown because the Nigeria Customs Service was not implementing the policy, which made it cheaper to import tomato paste from China and Italy. According to him, the NCS will commence full implementation of New Tomato Production Policy, which will give room to those firms that shutdown previously to resume business. The president said the policy was approved by the Federal Executive Council last year, but it was not implemented by NCS until Vice President Yemi Osinbajo compelled them to do so. According to him, none of the tomato grown in the country is being converted to tomato paste. Ijewere said it was cheaper for the tomato processing plant to import from abroad, noting that the yield coming from farmers was not enough to serve the tomato factories. The president said that none of the 12 factories that had discussion with NABG were able to process tomato from Nigeria, adding that most of their factories were designed to import the paste into the country. He said: “They add water into the paste, put in the sachet and sell them out. “We went to the government through the Vice President who is the head of the economy team to listen to us. “The Vice President later pushed it further to the Federal Executive Council on the new tomato policy which was approved in march 2017.” Ijewere said between 2016 and 2017, efforts were directed on rice, while in 2018 effort was on tomato and in 2019 efforts would be targeted at maize and soya value chains. The president said the MIRA project was aimed at identifying authentic policy reforms needed in the entire agricultural value chain in support of the ongoing agricultural micro-economic policy and institutional reforms in Nigeria. The Minister of Agriculture and Rural Development, Chief Audu Ogbeh, said most of the produce had recorded production increase in 2017 compare to what was in 2016. The minister, who was represented by Azeez Muyiwa, a Director in the ministry, said an increase of 4.4 per cent was recorded on sorghum. He said: “It is persuading to say that rice yield has increased continually over the last three years. “All states have recorded increase in rice production over the last three years of the current administration “Lagos having the increase of 30.5 per cent in rice production, which makes it the highest. “This was achieved through support by government by providing agrochemicals, credit facilities from intervention fund.” The minister added that the country was able to save close to $300 million due to import substitution and through the local processing of rice. Ogbeh said: “There is increase in milling capacity of functional integrated rice processing mills from what used to be 13 to 21 mills and product from less than 600,000 metric tons production capacity to the current 1.2 million metric tons with total investment of over N400 billion. “The challenge of post harvest loss still looms. “To this event, government is working tirelessly on policies, laws and regulations that will improve production. “That is why we are welcoming support initiative of MIRA being supported by AGRA and currently being implemented in Nigeria and other Africa countries. “We are particularly excited. “All the review of this programme, which will assist in building the future initiative and implementation of this programme, will be implemented.” Kabiru Ibrahim, President, All Farmers Association of Nigeria, encouraged farmers to add value to their farm produce through processing to get more money instead of selling the raw. Ibrahim added that despite the challenge of flood, which affected some states, they were still expecting bumper harvest from its members. He said: “Farmers are going to be more prosperous than before and we want to do this sustainably. “We are interfacing with the seed council to make sure that farmers get good seed and we are embracing biotechnology to see that we add value to our produce so that productivity will be higher.” Dr. Philip Ojo, the Director General, National Agricultural Seed Council, said the council was partnering AGRA to ensure that farmers got quality and improved seeds timely to boost production. 3.7. maintain adequate capital as prescribed by prudential
regulations issued by the CBN;
3.8. maintain adequate liquidity in line with required levels
as prescribed by the CBN;
3.9. has in place adequate procedures for Anti-Money
Laundering(AML) and Counter Financing Terrorism
(CFT) in line with DBN requirements;
3.10. comply with KYC circulars issued by CBN and DBN
requirements;
3.11. has in place an Environmental and Social practice
compliant with DBN requirements;
3.12. comply with all existing and future applicable laws
and regulation on consumer protection, including
measures to review each customer’s ability to repay
before entering the lending agreement;
3.13. have an arrangement with at least two credit bureaus;
3.14. have a risk profile acceptable to DBN;
3.15. have an adequate portfolio quality in line with the
PFI’s criteria
3.16. conduct, maintain and enforce adequate internal
audits and controls for its specific risk profile;
3.17. have adequate management information systems; and
3.18. demonstrate commitment to serving the MSME sector
by having in place, a satisfactory MSME/Small
Corporate loan approval processes and risk
management procedures.
4. The PFI shall not be deemed to be in good standing, and
ineligible for financing from DBN if the PFI:
4.1. is under CBN’s holding action
4.2. receives a qualified audit opinion on its most recent
audited financial statements
4.3. if the PFI, is unprofitable for four (4) consecutive
quarters at any time following its start-up period which
shall be three (3) years from the date it commenced

Development Bank eligibility criteria

MINIMUM ELIGIBILITY CRITERIA
1. To be eligible to receive financing from DBN, the PFI shall have
met the minimum eligibility requirements set out below on the
Cut-Off Date. The PFI shall maintain the minimum eligibility
requirements throughout the Financing Period.
2. DBN or its representative will conduct an annual due diligence
process to confirm that the PFI is not in breach of the minimum
eligibility requirements and may declare all advances to the
PFI immediately payable if the PFI is in breach of one or more
of the requirements or fails to remedy the breach of a
requirement within any grace period allowed by DBN at DBN’s
absolute discretion.
3. To be eligible to receive financing from DBN, the PFI shall:
3.1. hold a duly issued and valid license from CBN to carry
on business as a bank or finance company;
3.2. demonstrate within the three most recent financial
years, two years of profitable lending operations, with
effective risk management procedures, controls, and
acceptable levels of loan portfolio quality and
performance;
3.3. ensure that its shareholders and Board of Directors
shall be qualified persons of proven integrity and shall
be knowledgeable in business and financial matters, in
accordance with the applicable regulatory guidelines
on fit and proper persons;
3.4. show evidence of compliance with all applicable laws
and applicable CBN regulations;
3.5. have qualified and experienced management,
adequate organisation and institutional capacity for
its specific risk profile;
3.6. have well defined policies and written procedures for
management of all types of financial risks (liquidity,
credit, currency, interest rate and market risk, as well
as risks associated with balance sheet and income

Clay Also known as fuller’s earth is a natural bleaching agent that can be found in most health stores and cosmetic shops. It renews the cells of the skin and absorbs excess oil from the skin, it contains magnesium oxide that helps to cleanse the skin, brighten complexion and eliminate excess fats from the skin. There are many important nutrients contained in this clay that makes it beneficial for a healthy and glowing skin, it tones the skin and gives it a healthy look. Mix this clay with rose water and apply it on your skin and wash it off after twenty minutes. Do this once every week. Gram Flour This is one of the best home remedies for skin whitening, it is dense in many nutrients that help in keeping the skin very healthy, it removes excess oil from the skin, it retains the moisture content of the skin thereby fighting skin dryness and it lightens complexion. Oatmeal This remedy encourages the growth of new skin cells, it gets rid of old and dead skin cells, and improves skin tone. It leaves the skin soft and supple and it is a gentle exfoilant. Mix oatmeal with tomato juice and apply this mixture on your skin, leave it for 20 minutes and then you have your bath with cold water. When you are bathing rub your skin gently so that the oatmeal can remove dead skin cells and particles that clog the pores. Another alternative is to mix oatmeal, turmeric powder and lemon juice together, make sure it forms a thick paste and apply this on your skin, leave it on till it dries. Have your bath after that and do this once daily. Pineapples This fruit is regarded as one of the best solutions for a dull and dark complexion. It makes the skin fair and it also gives it a natural glow. It keeps skin problems like acne, wrinkles, pimples, warts, spots, moles and blemishes at bay. Juice pineapples and mix it with honey and apply this paste on your body. Wash it off after 20 minutes and do this once daily. Raw Honey Honey moisturizes the skin and it is also a natural bleaching agent. It treats dry skin which is a major cause of uneven skin tone, it fights scars and spots on the skin and it contains antimicrobial and antiseptic properties which treat and prevent skin infections. Apply pure honey on your skin and leave it for some minutes before washing it off. Honey removes dead skin cells and makes your complexion brighter. It makes you look younger and fresher. To boost the lightening effect of honey, you can add lemon juice to it and apply it all over your body. You can add powdered milk and almond oil to this mixture. Mix them very well and apply this on your body. Leave it for 15 minutes and then you have your bath. Do this once daily. Blend some strawberries till they form a smooth paste, add milk powder and lemon juice and mix very well. Apply this paste on your skin and leave it for thirty minutes before washing it away. Do this once daily. Lemons Lemon juice is a natural bleaching agent because of its high content of vitamin C and its acidic properties. It stimulates new cell growth and their antioxidants improve complexion, texture and appearance. Juice large lemons and use a cotton ball or a clean piece of cloth to apply the juice all over your body. Leave it for at least one hour so that the juice will stick to your skin and then you wash it off. This simple remedy will definitely lighten your complexion, fade scars and prevents breakouts and the formation of scars. You can mix a little quantity of turmeric powder with lemon juice, or you add milk and honey. Apply this mixture on your skin and have your bath after 15 or 20 minutes. Pure lemon juice is not suitable for sensitive skin, so if you have a sensitive skin, dilute the juice with plenty water before using it. Avoid this remedy if you are sensitive to lemons or if you have open wounds, the acids in lemons cause more pains for those with open wounds. Vitamin E Oil Vitamin E oil whitens skin and makes it smooth, supple and soft. It does lots of wonders for the skin, it clears the signs of aging like wrinkles, fine line, scars and other blemishes. It is a powerful tonic for the skin. Mix extra virgin olive oil and vitamin E oil and apply this all over your body. Don’t wash it off. Do this once daily. Carrots This is a powerful remedy for blemishes, dull appearance, spots, scars and other skin problems, it makes the complexion even and reduce the production of melanin without causing any health problems or complications. It rejuvenates the skin, it eliminates dead skin cells and forms new skin cells. Chop carrots and blend them, then extract the juice and mix it with either lemon juice or yogurt. Apply this mixture on your skin and leave it to dry or leave it for at least 20 minutes. Do this once daily. Licorice Root Many liken the effects on licorice root on the skin to a “charm”; when it is used in its original form, it makes the skin fairer and clearer, and it is the mostly used to treat many types of skin problems in Ayurveda medicine. Mix licorice root powder with oatmeal and honey and mix them well till they form a thick paste. Apply this mixture on your skin and leave it to dry and then you wash it off with water. Aloe Vera Gel This is a powerful remedy for hyperpigmentation and dull appearance, it restores the original complexion of the skin and treats uneven skin tone. It helps to regenerate new skin cells and this helps to repair damaged skin. It lightens dark spots and improves the overall complexion of the skin. Get large aloe vera leaves and use a knife to cut them open, scoop out the gel using a spoon and apply this all over your skin. Leave it on your skin for at least thirty minutes before having your bath. Do this two times daily. Baking Soda This is a natural exfoliator, it is not harsh on the skin and it makes the complexion bright and even. It makes the skin smooth and closes large pores, it eliminates pigmentations and skin discolouration. Make a paste with baking soda by adding ordinary water or rose water and mix them thoroughly. Apply this o your skin and gently massage your skin in a circular motion for few minutes. Wash it off and do this once daily. Milk Powder Milk is rich in many important nutrients that are vitamin for a healthy skin, this includes vitamin B, and Vitamin A. It hydrates the skin, fights skin damage, makes the skin glow and makes the complexion lighter, and it also eliminates dead skin cells. Mix milk powder with lemon juice and honey and apply this paste on your body and wash it off after 30 minutes, do this daily. Almond Paste Almonds give a bright and a glowing skin, they improve texture and elasticity also. Soak some almonds in water overnight and peel them in the morning. Crush them into a smooth paste and add a little honey and mix well. Apply this paste on your body and wash it off after thirty minutes. Do this once daily. Add two cups of unfiltered and organic ACV to your bath water and soak in it for 30 minutes. Do this once daily. Essential Oils There are lots of essential oils with lightening properties, they are Neroli essential oil, rose essential oil, orange essential oil, and lemon essential oil. Mix them with any carrier oil of your choice (carrier oils like olive, coconut, almond, and jojoba) and apply them on your body and let it stay overnight. You can add few drops of any of these essential oil or you can mix them and add to your bathing water and soak in it for 20 minutes. Do this daily. Other natural remedies that can effectively whiten the skin without causing harmful side effects are bearberry extract, extra-virgin olive oil, extra virgin coconut oil, bananas, green tea (use in the same way as apple cider vinegar), chamomile flowers, Gigawhite (patented), Indian gooseberry, and white mulberry extract. With these remedies mentioned above, a dull and sickly complexion should be a thing of the past, there are more effective and safer than those chemical-based products that are not only expensive but cause a lot of health problems for you. You can mix these home remedies to make them more effective and to hasten results. Some effective mixtures you can try at home are: Cinnamon, honey, lemon and nutmeg Rice flour and aloe vera scrub (exfoilant) Papaya and Honey Rice flour and milk Dried orange peel and yogurt Milk, honey and lemon juice Yogurt, tomato juice and oatmeal. Healthy Lifestyles that Supports a Bright Complexion Don’t spend much time in high sunlight The sun is good for the health and even the skin I know, but overexposure to sunlight can darken the skin. It makes the skin unattractive, it forms freckles, brown spots and serious sunburn. 1. You’re Constantly Tired
There are many potential causes of fatigue, some more innocuous than others, but when you’re constant tired, to the point of being exhausted when you wake up on the morning, it’s time to see a doctor. Some chronic illnesses which affect the immune system can cause chronic fatigue – most notably chronic fatigue syndrome, or CFS( 1 ).
2. You’re Always Fighting Off Infection
Frequent urinary tract infections, yeast infections, red and inflamed gums, and constant indigestion are all potential warning signs of a compromised immune system. An occasional infection is one thing, but a susceptibility to regular infections could be a sign that your immune system is not responding the way it should to various stimulation.

3. You’re Constantly Sick
Everyone gets sick occasionally, but if you’re catching several colds and flu’s a year, it may be a sign that your immune system has been weakened somehow. Eat Healthy.
Fresh fruits and vegetables which are rich in vitamins (like vitamin C) and minerals (like iron) are central to a healthy diet – as are foods that are rich in lean protein and low in excess sugar and trans fats. Also limit your consumption of alcohol – too much booze can have a negative impact on your immune system( 4 ).
Get More Sleep.
If you’ve noticed any of the warning signs above, it’s important to talk to a doctor, but there are also steps you can take on your own to support your immune system and help it recover.
Making sure you get plenty of sleep is at the top of the list – resting up is essential for keeping your immune system strong. Insomnia and other sleep disturbances can seriously compromise your immune system( 5 ).
Learn to Relax.
This also plays in to how you handle stress – another factor which can lead to your immune system not functioning the way it should. While a certain amount of moderate stress from time to time is good for the body, too much of it – either physical or psychological – can make you sick( 6 , 7 ).
Keep it Clean.
Finally, take care of your body – wash your hands before eating and handling food, as well as after touching animals and after getting in from outdoors. Wash your food well before preparing it to eat. These are all basic steps we learn as children, but it’s easy to forget them as adults! And the consequences of forgetting can be serious.
